Incubating quail eggs?

My husband and i just noticed our daughters king quails have laid 4 eggs, they arent sitting on them and were laid in different parts of the aviary. Do quails sit on the eggs from the day they are laid or when they have finished laying? They felt stone cold. We were thinking of setting up a home incubator with a light bulb but arent sure .
