Can you keep Japanese Quails for pets? ALL BIRD EXPERTS ARE NEEDED HERE REALLY FAST!!! HELP!!!?

I have a Japanese Quail outside my mom mom's house and i was wondering if you can keep this type of Quail for a pet without a special license? It is not wild because you can literately stand next to it and it wont run away! We think it has been kept as a pet from when it was young, but released recently. So i just basically want to know if it is legal or illegal to keep the Japanese Quail as a pet. THANK YOU !!!!!!!!!!!!
